OK what I am getting by jumping is - its as if its a film and it replays the frames like again im think its something to to with the framerate or something but im not that sure to be honest.. this is on Windows Live messenger its fine when someone is not connected but once someone connects to it.. it goes all jumpy and jerky

2.6 GHz.
512MB of RAM
XP 2002 version SP 2

Try reducing the capture resolution in WLM. So instead of running at 640x480 try 320x240. What kind of CPU usage are you getting while running WLM and while the video is skipping?
