Hi,
Assuming you have downloaded and correctly installed the CL-Eye Platform Driver ( not the CL-Eye Platform SDK), you should not need to activate any devices using the CL-Eye Device Manager as the driver is free for non-commercial use of a single camera.
I have just right now done some testing for you, I have freshly installed the latest CL-Eye Platform Driver Version: 4.0.1.0501 and the latest yahoo messenger Version 10 on a Windows 7 x86 (32-Bit) machine and it works fine.

You should first make sure the camera is correctly installed using the CL-Eye Test Program, then when you run yahoo messenger, click ‘Messenger’ from yahoo messenger toolbar and select ‘Preferences’. Then click ‘Webcam Broadcast’. Then click ‘Camera Source’, you should be able to select the PS3 Eye Camera.
If you want to test click ‘Messenger’ from yahoo messenger toolbar and select ‘My webcam’. It worked fine for me.
