Are you running Vista or Win7? If so, are you calling this with elevated privileges?
Have you googled the error?

(0x80070002 = The system cannot find the file specified)

You will need to specify the full path to the PS3EyeAxFilter.ax file.

WinXP service pack 3.
One of previous versions PS3Eye v.3.0.0.0901 registers/unregisters just fine.
So, I assume something wrong was introduce in yours DllUnregister implementation.

The PS3EyeAxFilter.ax unregisters just fine on Vista but it does popup the error you mentioned on XP.
Thanks for the bug report, I did track down the problem and it is fixed now.
It will be included in the next driver release.
